Cllr Mrs Smith welcomed everyone to the Meeting.

7 Minutes of the Parish Council Meeting held on Monday 17th March 2025
The Minutes were agreed to be a true representation of the Meeting, and were signed by Cllr Mrs
Smith.
8 Matters arising not covered on the Agenda
Cllr Mrs Baxter raised the issue of .gov.uk email addresses and web hosting; the Clerk will contact
Parish Clerks to get some information. Cllr Marsden agreed to get information regarding web hosting.
Cllr Mrs Smith proposed the Clerk be bought a printer, and she will look into the cost.

Cllr Mrs Baxter reported that there have been 20 objections to Planning Application P/2025/00040.
The building of the Garden Room is still under discussion; the ESBC Enforcement Officer is involved.
10 Parish Councillors Reports
- Highways – Cllr Mrs Smith read out Cllr Mrs Patterson’s report. Potholes have been reported to the County Council and there has been some progress with repairs. There are issues with the drains, and the Parish Council will continue to follow up on these issues.
- Environment – Cllr Mrs Prince reported that litter is an ongoing problem.
- Footpaths – Cllr Mrs Baxter reported that the fence facing the Abbots Bromley Road by the Nursery is temporarily fixed with string and is overgrown, but walkers can still get through. She hopes this will be sorted more permanently when the building work is finished.
At the moment, landowners are responsible for the condition of the stiles and keeping footpaths clear; County Cllr Mrs Brown feels that the Council should be more involved in the upkeep, together with groups such as the Ramblers.
11 County Councillor Mrs Brown’s Report
Cllr Mrs Brown thanked everyone who had voted for her; she has been very busy since the Election,
attending courses, training sessions and social functions. She plans attend as many PC Meetings as
she is able to, and would like to be invited to social events. She is planning to meet the Highways team
regularly; the issue of cars speeding to/from Hoar Cross Hall was discussed; Cllr Mrs Ashcroft will
introduce Cllr Mrs Brown to Phil Murphy, the Manager at the Hall; it was agreed the Parish Council
would email him too. The Parish Clerk mentioned the ‘Maker Lane’ road sign opposite the Hall.
12 Borough Councillors Mrs Ashcroft and Mrs Gould’s Report
The new Mayor is Kim Smith, and the Deputy Mayor is Monica Hilton. The Cllrs are trying to get
the Council to be accountable; it was reported that the last two planning meetings had been cancelled.
They suggested contacting the Cllrs Community Fund for funding eg the signpost, a defibrillator.
County Cllr Mrs Brown also mentioned the County Cllrs Fund.
13 PCSO Edwards/PCSO Siwek’s Report
The Clerk had received an auto response from PSCO Siwek on receipt of the Agenda that she was on a
rest day.
14 Parish Clerk’s Report
The Clerk and Cllr Mrs Smith had met Kim Squires on Monday 7th April, and the Audit had gone well.
The Clerk is meeting Kim on Wednesday 15th October at 9.30am
15 Finances
The bank reconciliation for the end of the year and the end of April had been circulated, together with the
expenses for 2024-2025.
Cllr Mrs Smith reported the company who were going to shotblast the sign are no longer to do it; Belmont
Shotblasting have submitted a quote for £350 plus VAT. It was agreed they could go ahead with the
work.
The quotes for the insurance were discussed, and it was agreed to use Zurich Mutual for the coming
year.

16 Ratification of New Financial Regulations
The amended New Financial Regulations were ratified.
17 Kim Squires Internal Audit Services
The details of Kim Squires Internal Audit Services proposal had been circulated to the Cllrs, and it was
agreed to appoint Kim as auditor.
18 Best Kept Village update – Cllr Mrs Smith
There had been a village clean up.
Cllr Mrs Prince has bought the paint for the speedgates, and asked if anyone would be able to paint them.
19 Defibrillator
The Clerk will confirm with Sean Cooper from AEDdonate that he will be attending the PC Meeting on
Monday 16th June. Cllr Mrs Smith has approached The Meynell about installing the defibrillator there; the
Manager has agreed to speak to the owners.

The Clerk had received a letter from the NatWest bank detailing their services.
