Minutes of the Parish Council Meeting held on Monday 11th February 2019
at Hoar Cross Hall and Health Spa
Present: Cllrs Bott, Fleet and Major, Cllrs Mrs Prince and Mrs Sherwood
Miss E Goodwin (Parish Clerk), PCSO Mandy Hales and six members of the public
Cllr Bott chaired the Meeting
1 Public participation
Cllr Bott welcomed the members of the public, and comments were received about the proposed building works at Primary Works, Thorney Lanes, and HS2.
2 Apologies
Apologies were received from Borough Cllr Johnson.
3 Declarations of Interest
Cllr Mrs Prince declared an interest in Planning Application P/2017/00342.

5 Matters arising not covered on the Agenda
There were no matters arising.
6 HS2 update
Cllrs Fleet and Mrs Sherwood had attended a recent meeting, and reported: the substation will be in Hoar Cross parish, on the Abbots Bromley/Newborough Road; it will be protected from view by trees; the scheme will be in two parts – Hoar Cross to Parkgate (changing the wires) and Parkgate to Newlands Lane (30 pairs of pylons, 28m to 38m high); this is the cheaper route; the petition will be for the wires to be underground; the information will be made public in the middle of March and there is a time limit of four weeks for comments; the paperwork will be delivered to Cllr Fleet on 12th February and this will be put on the website. The next meeting is on 13th February. Cllr Fleet has met Bethan Davies, Roger Jarman and Michael Fabricant MP. Michael Fabricant MP is against the proposal, and will support undergrounding of the wires.

P/2018/01310 the retention of stables and continued use of land as equestrian for cross country jumping practice at Birchwood House, Abbots Bromley Road – Borough Cllr Johnson reported last time that this is in the hands of Enforcement.

8 Parish Councillors Reports
Highways Cllr Bott has not heard from County Cllr Jessell regarding ‘Quiet
Lanes’; the Parish Clerk will contact County Cllr Jessell. He explained that Highways are not inclined to put traffic calming measures on Thorney Lanes because of the cost; he will enquire about ‘Unsuitable for heavy traffic’ signs at the junctions on Thorney Lanes. Cllrs Mrs Prince and Mrs Sherwood will have a site meeting with residents regarding speed calming gates on Thorney Lanes, and Cllr Mrs Sherwood will then get a quote.
Environment Cllr Mrs Prince Nothing to report.
Footpaths Cllr Mrs Sherwood reported the footpath at Doles Foot Lane has been
fenced off to protect it.
9 County Councillor’s Report
Cllr Fleet had attended a meeting organised by County Cllr Jessell; he received some information about policy, footpaths, roads and ‘Quiet Lanes’. County Cllr Jessell would like to hold her next meeting at Hoar Cross Hall; the Parish Clerk is to
contact her regarding the date, time and room size.
10 Borough Councillor’s Report
No report.
11 PCSO Hales Report
PCSO reported that crime in Yoxall/Hoar Cross had reduced overall, but that there had been an increase in residential burglaries. She highlighted the ‘Smart Alert’ which is a way of updating people of local crimes; information will be put on the website and in the bus shelter.
12 Parish Clerk’s Report
The Parish Cllrs felt the insurance costs were reasonable; the Parish Clerk is to write to ask which items are insured and the cost of insurance for each item; what the excess is, and whether the Parish Council has public liability insurance.
The Parish Clerk has written to the Church wardens, but has not had a response.
13 Finance
Bank Reconciliation was approved, and the following cheques were issued:

29th Jan 779 Uttox Garden Machinery protective clothing £ 36.91
11th Feb 780 Hoar Cross Hall Room hire (Feb) £ 20.00
Cllr Fleet proposed the budget for 2019-2020, seconded by Cllr Mrs Prince. The Parish Clerk was asked to email the Budget to the Parish Cllrs.
Cllr Mrs Prince has purchased the strimmer, a helmet and fuel; the Parish Clerk is to send the invoices to Brgh Cllr Johnson. The Parish Clerk was asked to write to T and E Garden Services and explain the change of situation.
14 GDPR
It was agreed to accept the terms of the document issued at the January Meeting.
15 Correspondence
Invitation to a meeting regarding the parish boundaries; the Parish Clerk will circulate to the Parish Cllrs again.
Information about the Best Kept Village competition: Lynne Bott will complete the paperwork; there is a meeting at Cllr Fleet’s house on Tuesday 26th February at 7.30pm.
