Minutes of the Annual Parish Council Meeting held on Monday 16^th May 2022

at The Church of The Holy Angels, Maker Lane, Hoar Cross

• Election of Chairman of the Parish Council

Cllr Major proposed Cllr Bott; Cllr Mrs Sherwood seconded; carried.

• Election of Vice Chairman of the Parish Council

Cllr Bott suggested that Cllr Mrs Smith continue as Vice Chairman; this was agreed by Cllr Mrs Sherwood and Cllr Major.

• Election of Committees

The Parish Council is too small to warrant Committees.

There were no Declarations of Interest.

7  Minutes of the Parish Council Meeting held on Monday 21^st March 2022

The Minutes were agreed, and Cllr Bott signed them.

The Parish Clerk had forwarded a number of emails to the Parish Councillors.

1. a) Applications received P/2022/00380        construction of a mobile home for occasional use as grooms accommodation, storage barn and viewing gazebo – Birchwood House,

Abbots Bromley Road – no objections.

P/2022/00395        erection of a detached double garage – 2 New Villas, Abbots Bromley Road – no objections.

P/2022/00469        erection of a single storey side extension – The Old Barn, Abbots Bromley Road – no objections.

P/2022/00470        erection of a detached car port with studio above – The Old Barn, Abbots Bromley Road – no objections.

1. b) Applications approved

P/2021/00663        retention of change of use of land to form additional car parking area at The Meynell Ingram Arms, Abbots Bromley Road.

P/2022/00141         erection of a single storey side/rear extension to dwelling and replacement roof to existing outbuilding – South Cottage, Lower Hoar Cross Road.

P/2022/00136        erection of stable block and change of

use of land to equestrian for private use only.

Update re Houses of Multiple Occupation (HMO) from ESBC –

from 1^st April 2023, planning permission will be required to convert a dwelling house into an

HMO with the settlement boundary of Burton on Trent.

11  Parish Councillors Reports

Highways      Cllr Bott – potholes – this is an ongoing and cumbersome process.

Environment  Cllr Mrs Prince – no report.

Footpaths     Cllr Mrs Sherwood – nothing to report.

12  County Councillor Jessel’s Report

No report.

13  Borough Councillor Beech’s Report

This had been circulated to the Councillors before the Meeting.

14  PCSO Leathers Report

This had been circulated to the Councillors before the Meeting.

15  Parish Clerk’s Report

The Clerk is met Kim Squires from Toplis Associates on 3^rd May to discuss the Audit; all was

in order.

She had received an email from Andrea Davis regarding the Register of Interests, and

reminded Councillors to forward the forms directly to Andrea.

16  Finance

The Clerk had circulated the Bank Reconciliation for the end of the year (31^st March) prior to

this Meeting; since then, a number of cheques had been cashed, the Precept had been received and the balance at 29^th April was £7255.86 in the Current Account and £3537.98 in the Business Reserve Account.

Nat West have increased their interest rates; the payment on 29^th April was 25p.

Cllr Mrs Smith had given permission for two cheques to be paid to Lynne Bott.

The insurance was discussed and it was agreed to continue with Zurich Mutual.

It was resolved to pay the following cheques:

17 Annual Parish Meeting

The Meeting was discussed and planned.

18 Queen’s Platinum Jubilee Weekend – Thursday 2^nd-Sunday 5^th June

The Clerk has heard from two families who have children under 16.

19  Update on the stolen bench

Cllr Mrs Sherwood will get two quotes to be forwarded to Zurich Mutual.

20  Correspondence

The Queen’s Canopy – it was agreed not to take part.

Email from Julie Birchell regarding the flags at Primary Works, Thorney Lanes; Cllr Beech will

contact ESBC regarding planning permission; the Clerk will reply to Julie and will forward her

email to Cllr Beech.

21  Members Points of Information

Cllr Mrs Sherwood has a plant which was given to Hoar Cross after the BKV in 2020; she will

plant it in the village.
