Cllr Bott welcomed everyone to the Meeting.
Minutes of the Annual Parish Meeting 2021
The Minutes were signed as a true representation of the Meeting.
Matters arising not covered by the Agenda
Hoar Cross Hall have provided litter picks and hi-vis jackets.
Annual Reports of the Council
Highways Cllr Bott the issue of potholes is ongoing. There is an electronic reporting system, and anyone can report problems; only one defect can be reported at a time, but the more people who make a report, the more it is likely to be rectified; it is possible to attach a photo of the defect, and the dimensions of the defect can be recorded.
Cllr Bott will speak to County Cllr Jessel regarding the flooding.
Cllr Bott explained that there is no speed limit in Hoar Cross and it is unlikely that a speed limit could be implemented because the area is not built up enough.
Planning Cllr Major there has been a steady flow of applications; the general view is that most applications are acceptable, but the Parish Council do look at the applications and comment if they think it necessary.
Environment Cllr Mrs Prince it was reported that Cllr Mrs Prince has no real concerns about the local environment.
Footpaths Cllr Mrs Sherwood asked that people contact her if there are any issues with the footpaths.
Accounts for year ending 31st March 2022/Budget for 2022-2023
Cllr Bott explained there had been a conscious overspend in 2021-2022, but was confident that the expenditure could be covered by the reserves. The projected expenses for 2022-2023 will be within the income received.
The audited accounts will be posted on the website and on the noticeboard.
County Councillor’s report – Cllr Jessel
No report.
Borough Councillor’s report – Cllr Beech
Cllr Beech reported that from 2023, Hoar Cross will join with the Bagots and Needwood wards.
Questions/comments from members of the public
Jeannie Carpenter was there to support the email the Parish Council had received from Julie Birchall regarding the flags at the Primary Works on Thorney Lanes; these flap and make a noise which scares the horses and riders. Cllr Bott explained this had been discussed at the Annual Parish Council Meeting prior to this Meeting; the Councillors had looked at the site, and the Parish Clerk will forward Julie’s email to Cllr Beech. Tim Allen explained the flags were a temporary measure so that people could find the site.
Cllr Bott thanked everyone for coming to the Meeting. He explained that the Parish Council are joining with The Deer Park for an event to celebrate the Queen’s Platinum Jubilee, and that there will be a gift for the under 16s in the village. He expressed his thanks to the Parish Councillors who put in a lot of work that is not seen. He thanked the Parish Clerk.
