Minutes of the Parish Council Annual Meeting held on Monday 15th May 2023 at The Deer Park, Maker Lane, Hoar Cross

The Minutes were agreed as a true representation of the Meeting, and Cllr Mrs Smith signed them. - 8 Matters arising not covered on the Agenda
Sarah Goring has asked if she can put signs on the speed gates giving directions to the dog walking field on the speedgates; it was agreed that she could. - 9 HS2 update
The Parish Clerk had forwarded a number of emails to the Parish Councillors.
8 Planning
a) Applications received P/2023/00325 – change equestrian riding surface from grass to waxed sand at Birchwood House, Abbots Bromley Road; there were no objections.
P/2023/00367 – erection of a two storey part first floor side and front extension and single storey rear extension at Forty Shades, Newborough End; there
were no objections.
P/2023/00461 – erection of a single storey rear extension and

single storey side extension including balcony above at Birchwood House, Abbots Bromley Road; there were no objections.
b) Applications approved P/2023/00170 – erection of a single storey garden room on the rear elevation at The Tarns, Roost Hill, Thorney Lanes.
P/2023/00194 – cutting down of various trees at Hoar Cross
Hall, Maker Lane.
c) Applications refused P/2022/00470 – erection of a detached car port with storage above at The Old Barn, Abbots Bromley Road. The owner, Mr Carter, has appealed this decision. It was agreed that Cllr Mrs Baxter would look into this.
d) Other planning matters P/2022/00380 – construction of a mobile home for occasional use as grooms accommodation, storage barn and viewing gazebo at Birchwood
House, Abbots Bromley Road (planning submitted 7th April 2022; no decision recorded 2nd March 2023). This was discussed and the Clerk is to write to ESBC to say that the Councillors do not object to a mobile home being constructed for the maximum of two years so long as it does not lead to a permanent dwelling being built.
P/2022/01150 – change of use and reinstatement of existing outbuildings together with a glazed link extension to form annexe to main dwelling
at 1 Park Cottage, St Michaels Drive.
Update on the stables on Lower Hoar Cross Road/Becks
Lane; the Clerk has been in touch with ESBC, and the owners of the land are applying for retrospective planning permission.
Parish Councillors Reports
Highways – no report.
Environment – Cllr Mrs Prince reported that litter is a problem.
Footpaths – Cllr Mrs Sherwood reported that the fingerpost at Ladysmith had disappeared.
The missing bench from Maker Lane has been replaced with a tree trunk which has been cut to make a bench; Cllr Mrs Sherwood is waiting for the invoice (£150).
County Councillor Jessel’s Report No report received.
Borough Councillors Report
Borough Cllrs Ashcroft, Gould and Jones have a training course this evening; the Clerk has sent the dates of the Meeting.
PCSO Leathers Report
The report had already been circulated.
Parish Clerk’s Report
The Parish Clerk is due to meet Kim Squires on 18th May to discuss the Audit. She thanked the Cllrs for delivering the Agendas for the Annual Parish Meeting.
Finance
The bank reconciliation for the end of April had been circulated to the Councillors, together with the bank reconciliation for the end of the 2022-2023 financial year.
It was agreed that James Major could sign the two cheques for The Deer Park as Cllr Mrs
Prince had an interest in the business.

Annual Parish Meeting
Cllr Mrs Smith explained how she would conduct the Meeting.
Review of the Coronation of King Charles III celebrations – Monday 8th May
It was agreed that the event had been very good and had gone well. Cllr Mrs Baxter said it had been a great way to bring the community together; Cllr Mrs Smith said that community involvement/activities formed part of the BKV judging.
Cllr Mrs Prince thanked Cllr Mrs Smith for organising the event.
Councillors paperwork to be completed
The Clerk asked the Cllrs to complete the Declaration of Acceptance of Office forms and the
Register of Interest; the Election Expenses forms will be emailed directly to the Cllrs.
Correspondence
There was no correspondence.
Members Points of Information
Cllr Mrs Smith had met the BKV judges, and had given them a laminated map of the area.
Cllr Mrs Sherwood suggested having another litter pick at the end of May/beginning of June, prior to the judges next visit.
Cllr Mrs Prince asked the Clerk to write to Alex Mercer to thank him for planting the containers on the speed gates near to Cross Hayes.
The Church clock has stopped, so it was agreed to contact Time Assured.
