4 Minutes of the Parish Council Meeting held on Monday 15th May 2023
The Minutes were agreed as a true representation of the Meeting, and Cllr Mrs Smith signed
them.
5 Matters arising not covered on the Agenda
There were no matters arising.
6 HS2 update
The Parish Clerk had forwarded a number of emails to the Parish Councillors.
7 Planning – Cllr Mrs Baxter
- a) Applications received P/2023/00434 – change of use of land to a mixed use of agricultural land and equestrian for the use by horses and erection of a detached stable block and tack room and construction of a vehicular access for private land off Becks Lane; there were no objections, but the Clerk is to confirm with ESBC that the temporary stables will be removed.
P/2023/00509 – Felling of one ash tree at Manor House, Maker Lane; there were no objections.
P/2023/00704 – cutting back and felling of trees at Manor House, Maker Lane; there were no objections.
- b) Applications approved P/2022/01150 – conversion of outbuildings with a glazed link between to form residential accommodation ancillary to the main dwelling at 1 Park Cottage, St Michael’s Drive.
P/2023/00325 – change equestrian riding surface from grass to waxed sand at Birchwood House, Abbots Bromley Road.
P/2023/00461 – erection of a single storey rear extension and single storey side extension including balcony above at Birchwood House, Abbots Bromley Road.
- c) Applications refused P/2022/00470 – erection of a detached car port with
storage above at The Old Barn, Abbots Bromley Road. The owner, Mr Carter, has appealed this
decision. Cllr Mrs Baxter had met Mr Carter, and it was agreed to support his application; the
Clerk will email the relevant department.
- d) Other planning matters P/2022/00380 – construction of a mobile home for
occasional use as grooms accommodation, storage barn and viewing gazebo at Birchwood
House, Abbots Bromley Road (planning submitted 7th April 2022; no decision recorded 3rd June 2023). The Clerk has emailed ESBC to say that the Cllrs had no objection to a mobile home being constructed for a maximum of two years so long as it did not lead to a permanent development being built; she has not had a reply.

The Clerk had forwarded the Abbots Bromley Neighbourhood Development Plan to the Cllrs.
Cllr Mrs Baxter raised the issue of the Friel Homes Development in Abbots Bromley; this development will happen, and it will have an effect on the surrounding areas. The Clerk was asked to contact the Borough Cllrs to ask that Hoar Cross Parish Council be kept up to date with the developments.
8 Parish Councillors Reports
Highways – Cllr Mrs Patterson has been asked to look at the potholes on Blunts Hollow.
Environment – Cllr Prince had nothing to report.
Footpaths – Cllr Mrs Baxter reported that the gate leading onto the footpath by the Old Nursery has been fastened; the Clerk is to email Cllr Mrs Sherwood.
9 County Councillor Jessel’s Report
No report received.
10 Borough Councillors Report
Borough Cllrs Ashcroft, Gould and Jones have a training course this evening.
The Clerk has emailed Cllr Ashcroft to thank her for putting the A38 Bulletin on the Hoar Cross
Facebook page.
11 PCSO Leathers Report
No report received.
12 Parish Clerk’s Report
There was nothing to report.
13 Finance
The bank reconciliation for the end of May had been circulated to the Cllrs.
Kim Squires had suggested increasing the Precept by £1,000 for the next two or three
years to cover further election expenses; this will be discussed at the finance planning meeting
later in the year.
The Clerk was unable to move forward regarding the change of signatories on the bank account
as she is not a signatory; she was asked to contact the Clerk at Newborough Parish Council as
they have had similar issues with their bank.
Zurich have not received the cheque for the insurance; the Clerk is to follow this up.
The Clerk will contact Cllr Mrs Sherwood and James Major to ask them to sign the cheques.
It was agreed to give a donation of £60.00 to the Church for the loan of the marquee for the
Coronation celebration, and Cllr Smith will request an invoice for the hire of the chairs.

14 2022-2023 Audit
The Clerk had met Kim Squires on 18th May regarding the Audit; we have failed part of it because
various papers cannot be accessed on the website.
The Audit was approved and signed; it will be displayed on the website and on the noticeboard by
the bus shelter from Monday 26th June until Friday 4th August.
15 Auditors
It was agreed that Kim Squires would continue as the Auditor.
16 Best Kept Village update
Cllrs Mrs Smith reported that the village is looking good; it was agreed to have another litter pick
towards the end of June, and another in July if Hoar Cross is in the final.
17 Church clock
Time Assured have sent a quote for the further repair of the clock which is £880 plus VAT.
The Clerk has contacted various groups regarding funding eg National Churches Trust, the
Lottery with no success; she is waiting to hear back from Lichfield Diocese.
18 Land opposite The Meynell
Some cars continue to park on the land opposite The Meynell; it was agreed to put a chain across
to block the entrance.
19 Correspondence
Email from GoCompare re floods; it was agreed to forward this to Lynne to be put on the website.
Climate Change Contribution; the Cllrs will look into.
20 Members Points of Information
Cllr Mrs Baxter had attended a Councillors Course and had found it interesting; Cllr Patterson will
look at attending one.
