Planning Permission P/2024/000673 was discussed at length, and it was agreed to contact the enforcement
team at ESBC with regard to the Permitted Development given for a games room annexe (under class E)
which is currently being built as bedrooms (which would not be allowed under class E).
8 Parish Councillors Reports
• Highways – Cllr Mrs Patterson has emailed Cllr Jessell about the potholes and blocked drains
on School Hill; there are still potholes on the Abbots Bromley Road; the potholes which have
been filled in on Maker Lane have opened up again.
Cllr Marsden reported that there are potholes on Brakenhurst Hill, and that there is a lot of water
running down the Hill.
It was agreed not to go ahead with installing SID signs.
• Environment – Cllr Mrs Prince said the dangerous tree on Maker Lane has not been removed;
the Clerk will contact Cllr Jessell about the dangerous tree and the damaged ‘Maker Lane’ road
sign opposite the entrance to Hoar Cross Hall.
• Footpaths – Cllr Mrs Smith reported the stile on School Hill has a slant on it, but it is safe to use.

11 Parish Clerk’s Report
The Clerk has followed up the offer of a cherry tree; there has been a lot of interest, and not all of the
applicants may get a tree, which are being grown for delivery in November 2026.
The Clerk is meeting Kim Squires on Monday 7th April; Cllr Mrs Smith agreed to attend the meeting.
13 Finances
The bank reconciliation and expenses spreadsheet had been circulated.
The VAT refund had been received.
The Clerk reported that the NatWest Bank in Uttoxeter is closing in June, so she will have to contact Cllr
Mrs Smith or Cllr Mrs Patterson for interim statements.
It was agreed that Cllrs could go ahead and buy items prior to the Meetings; Cllr Mrs Prince will buy
paint for the speed gates, and Neil Smith will go ahead with painting the signpost by The Meynell
after it has been shotblasted.

Cllr Marsden had made some suggestions regarding the New Financial Regulations; the Clerk will make
the amendments.
15 Kim Squires Internal Audit Services
The appointment of Kim Squires Internal Audit Services as Internal Auditor for the current financial year
was minuted.
16 Best Kept Village update – Cllr Mrs Smith
Hoar Cross will not be entering the competition this year, but Cllr Mrs Smith will organise a village
clean up.
17 Defibrillator
It was suggested inviting Sean Cooper from AEDdonate to the PC Meeting on Monday 16th June. The
Clerk will find out some more information regarding the running costs, and Cllr Mrs Smith will approach
The Meynell about installing the defibrillator there.
18 Annual Parish Meeting – Monday 19th May 2025
The Minutes of the Annual Parish Meeting 2024 and the Agenda for the Annual Parish Meeting 2025
were approved. Cllr Mrs Baxter will put the date on the Hoar Cross and Newchurch Goings On and
the Hoar Cross Parish Council Facebook pages, with a link to the website where the Minutes from 2024
and the Agenda will be. The Parish Clerk will send the Minutes and Agenda to Lynne Bott for inclusion
in the Newsletter, and will display them on the notice boards.
Cllr Mrs Prince will organise tea/coffee/biscuits.
19 Land opposite The Meynell
Cllr Mrs Prince will follow up the tree trunk bench; it was noted the grass has not been used as a
car park recently.
20 HS2 Update
It was agreed that this no longer needs to be an Agenda item.

NatWest bank are reducing the interest rate.
