Minutes of the Parish Council Meeting held on Monday 8
th December 2020;
this was an interactive meeting via Zoom due to Covid 19.
Present: Cllrs Bott and Major, Cllrs Mrs Prince, Sherwood and Smith

There were no Declarations of Interest.
4 Minutes of the Parish Council Meetings held on Monday 14th September
These were agreed to be an accurate record of the Meeting; Cllr Bott will sign the
Minutes electronically and email them to the Clerk.
5 Matters arising not covered on the Agenda
Cllr Mrs Beech reminded the Cllrs that the consultation regarding the boundaries ends on 11th January; she explained the reasons for the change. Cllr Bott will send the original email to the Cllrs, who were asked to contact the Clerk by Thursday 17th December.

7 Planning Cllr Major
a) Applications received P/2020/00941 erection of an agricultural storage
building on School Hill; no objections
P/2020/01301 felling of trees at Manor House, Maker Lane – no objections
P/2020/01288 felling of trees at Hoar Cross Hall
P/2020/01326 felling of trees at Hoar Cross Hall
b) Applications approved P/2020/00743 erection of extensions, infill extension
and a detached double garage at Barndale, Abbots Bromley Road (had been P/2019/01384)

8 Parish Councillors Reports
Highways Cllr Bott – had reported the potholes; some have been repaired and some are not big enough – Cllr Bott will monitor these. Highways have investigated the gully; there is nothing there that could cause a blockage, but they will monitor it.
Environment Cllr Mrs Prince – nothing to report
Footpaths Cllr Mrs Sherwood – the ‘public right of way’ across the field opposite the school is a quagmire; this will not affect the new building which is going to be further up School Hill.
9 County Councillor’s Report
Cllr Mrs Jessell had sent an email about the boundary changes
10 Borough Councillor’s Report
Cllr Mrs Beech had received an email regarding the traffic at the Christmas Fair at the Deer Park; Cllr Mrs Prince explained the field had been too wet, and she will bear this in mind for 2021.
11 PC R Lymer
PC Lymer had emailed his report, which had been circulated; there were no points arising.

13 Parish Clerk’s Report
The Clerk had received an email from Alan Toplis who is planning the carry out his first audit meeting by Zoom.
The Clerk has received the 2020-2021 pay scale and will adjust her salary payments in her payment for March 2021.
14 Finance
The following cheques will be issued.

15 Bus shelter
Sam Gregson had submitted a quote for the repairs; Cllr Major agreed to meet Sam to discuss it.
16 Church clock
There was a discussion regarding the cost of the repairs and who was responsible for payment.
17 Budget 2021/2022; Precept 2021/2022
Cllrs Bott and Major were unable to meet with the Parish Clerk due to Covid restrictions. Cllr Bott had prepared and circulated the proposed Budget prior to this meeting. It was agreed to pay for the repairs to the church clock from the reserves and Precept, andto pay for the bus shelter from the reserves. The Precept will be increased to £6150.00.
